May 24, 2022 CALL TO ORDER Chairman Bode called the regular meeting of the Davison County Board of Commissioners to 9:00 a.m. All council members were present. Auditor Kiepke was also present. PLEDGE The pledge of allegiance was led by President Bode. APPROVE AGENDA Motion by Claggett, seconded by Kiner to approve the agenda for the May 24, 2022 meeting. All members voted yes. Motion carried. APPROVE MINUTES Motion by Claggett, seconded by Weitala to approve the minutes of the May 10, 2022 meeting. All members voted yes. Motion carried. INTO EXECUTIVE SESSION At 9:41 am, at the request of Chairman Bode, motion by Weitala, seconded by Reider, to move into executive session to discuss personnel as per SDCL 1-25-2. All members voted yes. Motion carried. OUT OF EXECUTIVE SESSION At 9:58 am Claggett motion, seconded by Reider to exit executive session. All members voted yes. Motion carried. ANNOUNCE DEPUTY SHERIFF At request of Sheriff Harr, motion of Claggett, seconded by Kiner to authorize the advertisement of an additional full-time sheriff’s deputy at the rate of $22.75 per hour. All members voted yes. Motion carried. APPROVE PURCHASE At the request of Sheriff Harr, motion by Kiner, seconded by Claggett to approve the purchase, programming and installation of twelve Kenwood radios for a total cost of $41,097.90 from Vantek Communications, Inc. , because current radios will be obsolete by 2023 All members voted yes. Motion carried. APPROVE TRAVEL REQUEST At the request of Diversion Coordinator Buschbach, Weitala’s motion, seconded by Reider to approve travel to the Dual Status Youth Initiative Conference in Oacoma on July 11-12, 2022. All members have voted yes. Motion carried. ACCEPT FUEL QUOTE At request of Highway Superintendent Weinberg, Claggett’s motion, seconded by Kiner to accept the only fuel quote for 7,200 gallons of No. 2 red-tinted diesel at a cost of $4.15 per gallon. All members voted yes. Motion carried. APPROVE FMLA REQUEST Motion by Reider, seconded by Kiner to approve an FMLA request for employee #2845 from May 25 to June 6, 2022. All members voted yes. Motion carried. APPLY A RENTAL RATE SUPPLEMENT At the request of Superintendent of Highways Weinberg, motion of Claggett, seconded by Weitala to apply a surcharge of $10.00 per hour to the rental rates of all equipment used to perform road works for the cantons. All members voted yes. Motion carried. ADVERTISING FOR ASSISTANT AUDITOR POSITION At the request of Auditor Kiepke, given that Assistant Auditor Karen Knadle will be retiring at the end of the year, motion by Weitala, seconded by Reider to allow advertising for the position of Assistant Auditor I with a rate between $20.07 and $23.00. Motion by Weitala, seconded by Claggett to approve a $0.50 per hour wage increase for Wellness Admissions Administrative Assistant, Christine Norwick, effective May 14, 2022, as she ended with success an introductory period of six months. APPROVE NEW HIRES Motion of Reider, seconded by Kiner to approve the hiring of Gerald Koch as a Seasonal Roads employee effective May 23, 2022, at the rate of $17.05. All members voted yes.
